CMC Tackles Merlin
   As Merlin instruments make their way to post offices throughout America, more and more mailers are relying on strong partnerships with their mail house.
   Merlin, or Mail Evaluation Readability and Lookup Instrument, is a tool that validates mailer's bulk mail preparations.
   The slightest irregularity in bar code readability or address placement could force Merlin to reject a batch of mail, imposing hefty fines for the mailer and increased delivery time.
   Consolidated Mailing helps customers avoid Merlin problems with extensive front end analysis and superior addressing equipment.

USPS To Vote on Test Fees for RPNs
   The Postal Rate Commission has approved a one-year market test of an added fee for repositionable notes, or "sticky notes" on the outside of direct mail.
   USPS studies have shown that repositionable notes, or RPNs, do not cost more in extra processing or cause processing problems. However, the proposed fee could be imposed by the USPS based on the value of RPNs. RPNs have been shown to increase response rates and generate more sales.
   The mailing service industry, including the Mailing and Fulfillment Service Association (MFSA), opposes fees that do not have any basis in processing cost as it sets a dangerous precedence. A "value added" fee is, at best, arbitrary and has no place in the rate making process.
   RPNs are currently only allowed on automated letters, but the proposal would allow RPNs on more types of mail. Test fees would include 0.5 cents on First-Class mail and 1.5 cents on Standard mail and Periodicals.
